The page goes over timestamp conversion in a spreadsheet, with a demonstration in OpenOffice Calc (formulas apply to Excel also).
Note that the conversion is for UTC -7 where we are located, so adjust the conversion formula for + 5.5 hours (+ 0.229166667 days) instead of - 7 hours (- 0.291666667 days). The demonstration formats time to MM/DD/YYYY HH:MM:SS , which is down to seconds. Use a custom format like MM/DD/YYYY HH:MM:SS.000 for milliseconds (the .000 is milliseconds).
